Suddenly cannot import photos from cell phone to laptop

I have a Samsung Galaxy A10e cell phone.  I have a HP laptop.  My operating system is Windows 10 Home.  It used to be the case that whenever I plugged a Sync/charging cord into my cell phone and then plugged the other end of the Sync/charging cord into my laptop computer, an icon would instantly pop up on my laptop that would give me the option to import photos from my cell phone to my laptop.  Now, for some unknown reason, when I plug the sync cord into both my cell phone and laptop, no icon pops up to give me the option of importing photos from my cell phone to my laptop.  I don’t understand why the icon just stopped popping up.  

 

The icon that shows a cell phone charger still appears when I plug the sync cord into both my cell and laptop, so the computer recognizes that it is linked to the cell phone, but the icon that allows me to sync photos does not pop up any more.

 

How can I make it so that when I plug a sync cord into both my cell phone and my laptop, the icon that gives me the option to import photos from my cell phone to my laptop pops up again?
