Hi, for a older laptop would just delete all the partitions including the restore partition, format and install Linux Mint/Cinnamon on it as most like Window’s Desktop.

    2GB RAM (4GB recommended for a comfortable usage).
    20GB of disk space (100GB recommended).
    1024×768 resolution (on lower resolutions, press ALT to drag windows with the mouse if they don’t fit in the screen).
    Linux Mint comes with a wide range of software installed, including LibreOffice, Firefox, Thunderbird, HexChat, Pidgin, Transmission, and VLC media player

As for wiping the partition and format Should be able to delete the Restore partition from within Windows and your HP Program : https://support.hp.com/ca-en/document/c00810279

Then from the Rufus USB and Linux should be able to wipe the rest of the stuff.
